I think the main problem now is, that I cannot even start the vegas anymore. There must be something wrong with my operating system, dont know what, maybe i just have to reinstall one more time and use non umlaut user name, maybe even english operating system

You could try and create the file yourself by using my posted code and updating it with the values in your black box above and copy it into the empty folder.

I had this issue with my system about 18 months ago and Vegas developer sent me an .xml file to copy to the folder and it worked. Worth a try, you cannot mess Vegas up as if the file is wrong it will be ignored.

I copied the xml text and made a file with notepad with that exact name, still nothing in the preferences File I/O. I'll check one more time that the file is correct.

If it works buy generating the file yourself then it just remains to determine why the inbuilt utility is not generating the file itself. You have proved it is working via CMD prompt.

You do not need the lines related to the intel decoder as yours is not showing.

I was able to see that already before, I also found the vendor id from gpu_video_x64.log but didnt help, still cannot see anything else in file I/O or at render templates

There is another thing to look at in a moment - the internal preferences tab. But I know that Vegas developers do not recommend going into it as it can completely mess up Vegas if wrong values are used. You can see what the hardware decoder to use settings are in the internal tab. The hardware detection file is used to set the values in the internal tab. I will screen shot mine in a moment.

Is V19 using your 1080 to accelerate the time line when playing back clips?
