Not so much, because the program itself cannot give a reason for the crash: "Unmanaged Exception "
If you are sure you resetted the program the right way the only thing to try is disabling all the effects that show up in the message.
You can do that by renaming the file C:\Program Files\VEGAS\VEGAS Pro 17.0\OFX Video Plug-Ins to C:\Program Files\VEGAS\VEGAS Pro 17.0\OLDOFX Video Plug-Ins and than after restart try again to load such an unwilling file.
Does it now goes normal try those plugins one by one untill you find a wrong one.
If it did not help give that OFX file his old name again.
