But haven't said whether or not you have tried the 'Deprecated Features' suggestion put forward by Grazie? If you haven't, then you're not helping yourself by not doing so.
Otherwise, if you have successfully used VP17 build 421 before, what is different or new with the media you are now attempting to use as against the media you previously successfully used? Have there been any changes made to your computer recently? Or have you installed any new plugins/programs between the times when VP17 worked successfully and then unsuccessfully?

I was using cracked Vegas, but I deleted it then bought the VGEAS Pro 17 ,

For this maybe a complete reset of VPro 17 might help you. Therefore you have to click the startbutton of the program with hold Ctrl +Shift buttons and choose to delete the cached files.
Reïnstalling is something completely else because your mayby wrong settings stay, only resetting means that you can start from beginning after the first installation of this program and build
Maybe your illegally obtained version of VP17 has somehow corrupted your computer. Perhaps think about reverting your Windows OS back to a build prior to installing the stolen VP version.
Nonetheless, glad that you have bought a legal version if indeed you have. It just seems to me like. "I've just stolen a BMW but I can't get the AC to work properly. Please help".
I have no experience with mov files and for sure not if they are encoded with the h.263 mpeg4 codec, so there I can't say anything, but it should not might give any problem to use those .psd or .png stills in the program. No you did not, you uploaded here a file, The question is and was to load it on a cloud service as.... so it should not be transcoded by any program. With this file we cannot try it in our Vegas Pro because it's another than the file you tried to load.
As you can see on my screenshot there is nothing wrong with this file and VPro 17 latest build. In fact I ( we) am (are) more interested in such a .mov videofile from you we could test. When you are saying that only adding such a still as before cannot in your installed VPro 17 latest build, there must be something very wrong with your installation, your settings or your hardware.
