I am on build 424 and I have had the same problem with the last 3 videos I created. The video will Jitter back and forth between the last 3-5 seconds for a moment. Sound stays fine but the video goes phyco. I tried making another video but every time I wanted to use a still image (to show the photo from the photo shoot), it was so bad I had to scrap the video. Looking for help here.

Used Media Gen - What do you mean here? Sony Vegas Pro 16? (Sometimes I happens with Legacy Text, but other times it doesn't. No pattern.

Is this what you need?
I'm going to go out on a limb and suggest that your video adapter / driver / hardware encoder is heavily involved with this issue. Check for updated "Studio" driver per other nvidia users recommendations.
Now, for minutia:
There doesn't appear to be an option for recording UHD 60 FPS with the Sony Action Camera that you listed.
Consequently, there is little benefit from working in a 60 FPS project or rendering to a 60 FPS output format.
As a diagnostic workaround, in another Vegas Pro project, I would render the still images to UHD 29.97p XAVC S and replace the stills in your main project to see if the same issue occurs. You might as well change your main project settings to 29.97p while you're at it.
