That 1920x1088 issue is still there, though.

The VEGAS Pro 15 build 311 release notes state "It is now possible to render 10-bit HEVC files using SkyLake or older processors with QSV". Could those with compatible CPUs please test this and confirm?

I have tested the Rendering of 10bit HEVC with my i7 5960X and it works.

But as far as I know this processor is not a SkyLake processor according to this list

and does not offer QSV. 

So maybe the wording is a little bit misleading in the release notes- I think it is possible to render 10 bit HEVC with GPU standalone too, but it will be faster with a SkyLake processor or QSV.
