VP20 - HEVC with QuickSync - Flickering video

After 15 years with a quad-core Xenon and 16GB DRAM, I am the proud owner of a new PC:

Intel 13700K with iGPU and 64 GB

And I immediately noticed that with QuickSync enabled in the I/o tab, 4k HEVC files often flicker, and if I put another event above it, flickering occurs between each other and black windows. I can't test it with my GTX970 because it doesn't support Hevc. I forbade my cameraman to shoot in this format.

Am I correct that this is the "century old" problem with HEVC that Vegas has and needs to be fixed?

The only way to enable qsv decoding in the io tab for hevc is to not check the box for legacy hevc. Try checking that box. That will enable higher quality hybrid hevc decoding using the cpu and igpu in tandem. With newer cpus like yours, performance will likely increase too. Also suggest you get a more up-to-date gpu, select it in video preferences, and plug your monitor into it so the igpu can focus on decoding and/or rendering qsv.
