Windows Update Warning! - Starts despite service being disabled

I have the Windows Update service disabled because I want Windows 10 to stay at version 1511, which is the last version compatible with Sony Media Manager. Been like this for a year now and I've enjoyed the greatest system stability and Vegas-compatibility I've ever had.

However today, on both my desktop and laptop, a Windows notification popped in from the lower right of the screen saying "We're getting your PC up to date". I went into Services as quickly as I could and saw that the Windows Update service had changed itself from "Disabled" to "Manual (Trigger Start)". I stopped the service, changed it back to "Disabled" and, for the time being, nothing seems to have got updated.

I'm looking at this article to see if there's anything else that can be done to completely kill off Windows Update, short of disconnecting from the net. Not sure which option to try. Any thoughts?

Anyway, a heads up if, like me, you also thought you had Windows Updates turned off. Today would be a good day to disconnect from the internet and take a system image.

It is possible if your connection to your router is wireless, you have to tell your pc that the connection is a metered connection.

Apparently it's now possible to do the above with a wired ethernet connection.

Thanks Paul. I have noted that as something else to try.

Funnily enough, some updates did get through, despite my best efforts, but they turned out to be cumulative updates that fortunately left the overall Win 10 version at 1511, so I was quite pleased to get those.

I have disabled the Windows Update service again and also in the Local Group Policy Editor I disabled "Configure Automatic Updates" and enabled "Defer Upgrades and Update" with the longest delays I could.

Man, this thing is relentless. Just glanced over to my laptop and, despite doing everything I can think of to disable Windows Updates, it had automatically downloaded 2 new Windows Updates programs and was part-way through a big update. I managed to nip it in the bud this time and install those 2 new programs but I get the feeling they're just not going to give up until they've forced the latest version on me.

I can't set the connection as metered because it's a wired connection and setting that to metered wasn't supported until the Creators Update, which is later than my version 1511 and after the Anniversary update that breaks Media Manager.

Ultimately I may have to roll back to Windows 8.1. I *think* I can stop that from updating itself to 10. At least I'd then be able to allow security updates until such time as MS stop supporting 8.1.

This is my only issue with Windows 10. although, I have not noticed any updates for a while, my scanner all of a suddden needed administrator rights to scan. I reinstalled the drivers and it fixed it.
