VP17 is importing/editing/rendering all my XAVCS 4K footage. VP17 is saying it is being prevented opening the file. Is it being used by another application. Are you using it in VP16 at the same time?

Even if I don't run Vegas 16 at the same time it still doesn't open.
If your D:\, where the file is stored, is a normal part of your hardware and not a in anyway other connected device, maybe it is worth to put such a small file on a cloudservice where we can download it and try it on our VPro 17.
As I thought from the MediaInfo, nothing wrong with the file and nothing wrong with VPro 17. I think it is something else on your hardware. Wrong settings , wrong drivers, but about those you said nothing. Look how it goes on my laptop from signature with VPro 17

I dont know how. My drivers are up to date. I don't know what setting could cause it to not import. I have QuickTime support enabled since I use a transparent .mov file for videos. Could that be an issue?

How should we know without any information from you. Therefore we need to know 1. Type of hardware 2. Processor 3. Graphics card 4. Driverversions for one ( ore more) Graphics card 5. Amount of memory and type of used memory. 6. Settings at Vegas/Options/ Preferences/ Video.

Nothing wrong with your settings, but you can try how it goes with what @MagixDerek ( one of the developpers) told me to switch the Dynamic RAM preview max in the preferences to 0. Also maybe not to use the latest Gamedrivers of Nvidia but also on advice of the developpers to latest Studio driver 431.7.

Changing dynamic ram to 0 didn't help. I don't want my games impacted by the studio drivers.
Very odd. Not sure what to do other than use Vegas 16. I would convert the files with Handbrake but when I do that the framerate sometimes drops to 30 even though I have Handbrake set to constant frame rate. Mediainfo says the video is VFR for some reason. I could try ffmpeg 🤔
In any case VFR isn't the problem. Maybe the XAVC-S codec installed (via handbrake or another pack, i don't know your config) interferes with the Vegas one.
If possible, try to uninstall or disable this codec, and see if Vegas can import your files.
