This may have nothing to do with your problem, however I think it is worth checking and trying. Going back to your 2nd screen shot of the error message. The Drive address says: D:\camera vids and photos\*********
A user on my forum, had a strange problem where DVD Architect kept saying "the file did not exist or could not be read". It turned out to be a problem caused by the way Windows background programs read a file address. The specific problem was caused by "blank spaces" between words in folder name.
Solution: Change folder name to not include any blank spaces. Use _ between words, so it reads D:\camera_vids_and_photos\*********
Obviously doing this may break other projects you have already made, so why not try moving the problem videos into a new folder address and make sure there are no spaces in any of the folder names.
In any case VFR isn't the problem. Maybe the XAVC-S codec installed (via handbrake or another pack, i don't know your config) interferes with the Vegas one.
If possible, try to uninstall or disable this code, and see if Vegas can import your files.

@Dr Zen I have been desperately trying every suggestion I come across and just can't get V17 to import my AVIs which I need to do many times each day to get my work done -- but yes, the workaround is to use Vegas' IMPORT feature, which is clumsy for me. But thanks for your post because I want to keep trying...😬

You have to rename so4compoundplug.dll file. Technically the folder name, but we will try by changing extension name, e.g. to "dll_". Do this when Vegas is closed, next relaunch it and try to import your XAVC-S.
