If you first download the installer file to your main system hard drive (the one windows is installed to), without running it, then go into your download folder, double click the (whatever the file name for the vegas installer is).exe file and run it like that, does it still do this?

Yes, I experience the same problem unfortunately. I get the same window and I cannot install build 236
