Vegas has had Intel hardware decoding for quite some time...definitely in VP16 and maybe earlier. I think part of the problem is Intel's now pushing a runtime model closely integrated with it's own cpu's that supports encoding and decoding even it you don't have an Intel igpu. Another problem has been their revenue model... supplying specific driver extensions to board, game, and app makers who pay up. For a while there it was hard to get the opencl extension which Vegas always depended on, unless you got the driver from the right source. Recent drivers seem to have gotten over that, particularly the beta one VP18 pulls down with its driver update button... I tested it yesterday and it's good on my Asus 9900k mobo which has an Intel igpu.
