Help! Every 30th frame is clear, rest have glitch, patches & artifacts

Hello,
I encountered a wierd bug, all the videos from one particular mobile phone when imported in Vegas 23 gets glitchy. Only every 30th frame being clear i.e. 1st, 30th, 60th........ and so on. Rest of frames have wierd glitch, patches & unusual visual artifacts. Original video plays fine outside of vegas. Patches are seen once I import the video in vegas, both in timeline and preview, rendered video also shows the same patches. Attaching Screenshots.

Can someone please help and provide a solution for this.

System Details :-
Intel i7 14700k, AMD 6900 XTX, 128 Gb Ram, Windows 11.

@Howard-Vigorita LOL. By no AMD usage I meant no usage while rendering. As explained by Roger in my current settings AMD GPU is being used to decode the media and iGPU is being used for rendering. This makes sense why I see 30% usage of both while rendering 4k videos.

And even though my HDMI cable is plugged into the AMD card, on idle task manager shows no GPU usage. I understand there must be some GPU usage to power my display but I guess that usage is so low that GPU usage shown in task manager is 0 %.

@Old_Boy There are a number of Vegas settings that generate activity on gpus while rendering. Video prefs controls timeline, fx, and ai processing. I/O prefs controls decoding. Preview device prefs controls display optimization which generates it's activity only on the gpu your hdmi is plugged into. Vp23 works optimally when all the processing occurs in the same gpu.
