Pixalation on video while editing (on untouched video that does not)

While I was editing earlier today everything was fine, I touched nothing, and everything was the same as before, I recorded a new video like I always have, but this time out of no where every time I try to edit or even skip to a part of the video, that specific part gets pixalated and it remains even after render. The original video file is normal with no pixalation and I checked if it was a problem with the file but when I skip to an earlier part without editing anything, only the part I skipped to is very pixalated and everything else is fine. I would have no problem if the pixalation didnt stay even AFTER the rendering, but it does.

You most likely have a problem with your newly captured media.
