I have also experienced "low virtual memory" condition on rendering a project resulting in VP17.421 hanging with Windows 10 1909 (18363.752) failing to submit a WER. Here are two descriptive events from the Windows.System.Event log for two failures:
Failure 2: Hang (commas inserted in numeric values for clarity)

Error-4/1/2020 3:35:53: The Windows Error Reporting Service service terminated with the following error: The paging file is too small for this operation to complete.

Warning-4/1/2020 12:20:45: Windows successfully diagnosed a low virtual memory condition. The following programs consumed the most virtual memory: vegas170.exe (3080) consumed 90,636,664,832 bytes, msedge.exe (8652) consumed 337,571,840 bytes, and MsMpEng.exe (3956) consumed 195,743,744 bytes.
Critical-4/1/2020 12:22:35: The system has rebooted without cleanly shutting down first. This error could be caused if the system stopped responding, crashed, or lost power unexpectedly.
There was no error report submitted by WERS or a report submitted to Magix/VCS.
Project-Repro Conditions-System Description:
The project contains MP4-H.264 content captured by a Panasonic 4K camcorder, MP4-H.265 content captured by a GoPro Hero8, MP4-H.264 captured by a D850, all 3840x2160, SDR, and JPG stills captured by the D850.
It is not consistent, but reproduces after changes/edits/additions are made to the project as far as I can tell. It happened twice today with similar signature in the Event Log while my wife was working on her project. Was able to reboot the system after the second error occurrence, and successfully render the project with the AVC AMD VCE 2160p-60 render template. Nothing was done but reboot and render.
The system is an AMD Ryzen 7 3800X, B450 motherboard, 32GB memory, 2160p/1440p dual-mon, RX5700 GFX card. The project is stored on a Synology NAS.
This is exactly my problem too. There's no point talking about rendering problems. I literally cannot open the program at all. It says the system is low on memory. It is actually not. I have no other applications open and am trying to open Vegas Pro with a cleanly booted system. Please help.
