There is no text showing in trimmer view. The cam footage I am examing does not have the same view consistency with the Axon view. The text in the Axon example you linked me is different.

Maybe it's using a layering type technique as you see on video sites, can view with layer or without. still interesting VLC can read it, would indicate it's not a propriety system the bodycam is using.

@Former user: as in multiple video layers? I recently discovered that Magix Vegas cannot read multiple video layers where Sony Vegas 13 could. I submitted a support ticket but they closed it without comment.

CTRL+J in VLC will give you more info of that mp4.

Ok, you have ssa subtitles, we're making progress . . .

So, we know what kind of subtitles you have, Vegas doesn't open them, and they display in VLC.

Which compels me to repeat the question,

"Have you tried doing the conversion in VLC?"

Seems like a reasonable thing to try . . . ;?)

We have a reproduced the problem with similar media. I have an engineer looking into this. The problem was introduced in VEGAS Pro 15.

I have not tried to convert the file in VLC. I have done so with Nero Recode to .mpg and most of the titling appears, although at the bottom of the screen as if closed captioning. Please remember that I am doing forensic examination of the file in a criminal case, possibly requiring I testify in a court. The more operations I perform to the file just to examine it - the greater possibility a prosecuting attorney will accuse me of "altering" the file. I can counter that probably. But the prosecutor will also be provided with a copy of the file that s/he will probably view with VLC - and so will any expert s/he uses. Just something to consider.

I'm certain that as you gain experience, you will find that certain tools work better than others for a particular job, especially when a deadline is involved, such as court discovery.

@Frederick-Dispensiere You are literally talking to one of the developers who investigated, told you that the problem was introduced in VP 15 and they are looking into it. Have you gotten such personal support with any other software you use? I'd expect it will be fixed sooner or later but in the meantime you need another way to use the files with captions.

There are many more things Vegas cant do so we always have/use other tools in the box.

Made it entirely with vp21 because the masking works better on my laptop. Used the jpeg you uploaded as the source but if you had captured a png, results would have been better. I then dropped it on a track above an unrelated test video of mine in vp20 with this result:
