I often wonder whether apply and add background music for different footage or don`t apply it.
Can you you write me when you add silent background music for your videos and when you leave the narration without any background music even if it is silent music.
In what kind of footage you add it and what kind of footage you don`t add it?
Can you share with me your expressions about it?

Music type and when to add it and how loud ,is a subjective decision up to the director and/or producers.
Technically, it can be brought up and down in volume in a number of ways. Adding a volume envelope is probably the most common. "Insert> Audio envelope> Volume" (keyboard shortcut: V)
Music (and/or SFX) set(s) a mood. It's art. Some gifted people naturally understand that art, some can learn it, and some just can't. Silence sometimes sets the exact mood you want.
In my opinion, there are no hard-set rules, but some (ab)uses are obvious. You don't have clown music in the background of a catastrophic explosion unless the mood you're trying to set is slapstick comedy.
I'm not sure what you mean with your question about "silent music".
