Yeah, that's not a good use for Pan/Crop. You really need Track Motion but, like you said, you either have to dedicate a track to it or add keyframes to the track. Much easier to just use the PIP effect.

My copy of Vegas 11 came with NewBlue Motion Effects and Motion Blends, while Vegas 13 had Video Essentials 6, and they all work fine on v19. The Pro Titler that came with 12 and 13, however, did not work at all.
