  I would not reposition the keyframes of the applied PIPFX but reposition the total PIPFX by trackmotion of the videotrack with the PIP or redo the motion tracking.

  Unless it's changed recently my understanding is that Pan/Crop works on the source resolution and track motion works on your project resolution. Hence the reason for poor quality when you zoom in using track motion.

  RE: PIP & Offset Plugin's zoom quality is not same as PAN & CROP did.
  It may not be related to what you are seeing but my understanding is that when resizing: Pan/Crop works on the Event's original resolution Track Motion works on the Project Resolution This can make a difference in quality when zooming in.
