Is this edit possible in Vegas? If yes, then how?

I want to know if this splitting glitch effect is possible in Vegas. I'm pertaining to the end of the clip where the clip slightly shakes and the frame splits into 4 separate rectangles. Watch the video for reference.
There's no tutorial showing how to do it or prolly I'm not using the right keywords. So if anyone knows how to make that effect on Vegas or any video editor please tell me, you can also say what I should search on YouTube. Thanks!

I'm going to say yes. One way would be to have that video on the timeline 4 times. Use Pan/Crop to split it out into the different pieces, and then use Track Motion to move it up and down. You should be able to do this using the PIP effect as well.

Put footage on ONE track
Go into Pan/Crop,
Make several masks, one for each of your, let's say, four panel divisions,
Make them contiguous.
Go out of Pan/Crop,
Create duplicate track, three times,

Go into each track's pan crop and make one mask a Positive mask, the rest Negative - and of course for each of the several tracks this positive mask would be unique/different from the others.

Then use track motion on each track and animate accordingly on the track level.

You may want to set track motion size on each track to be greater than your norrmal pixel size layout, so when the tracks shift they don't show borders at top and bottom. You could accomplish that, as well, on your first manipulation of Pan/Crop, (before duplication of tracks) by zooming in, and then creating the masks, and then duplication of tracks etc.

For the TV effect you might use the new adjument layer or ad that effect fo each track as a track effect.

Personally I would use the Crop and PinP FX to do this. They are much simpler than the Event Pan/Crop and Track Motion tools. Just crop each of the four (or whatever the number) videos differently with the Crop FX and then move them around with PinP.

VEGAS Effects also has a number of effects built in that would not only recreate this, but do it better than the original.

Systems:

Desktop

AMD Ryzen 7 1800x 8 core 16 thread at stock speed

64GB 3000mhz DDR4

Geforce RTX 3090

Windows 10

Laptop:

ASUS Zenbook Pro Duo 32GB (9980HK CPU, RTX 2060 GPU, dual 4K touch screens, main one OLED HDR)

The RKMFX YouTube channels is fraught with glitching examples:

Note to self (everyone else please look away -- the note that follows is a reminder for mine eyes only): Figure out a clever, kick-booty signature that suggests I'm completely aware of how to properly and exhaustively party on and that I, in fact, engage in said act on a frequent and spontaneous basis. All joking aside, listing my computer's properties is a futile endeavor. I edit multimedia in a local television station newsroom that has Vegas Pro installed on several machines with widely varied specs. We began editing non-linearly with Pinnacle Studio Version 8. That didn't last long before we upgraded to Vegas Video Version 4, then to Vegas Pro 10.

Have you downloaded any of his templates, was there anything suspicious with the download procedure or the downloads? My router blocked the download link.

I've downloaded a couple, but it's been awhile.

No issues with the templates for me.
