I've literally never seen this before. the footage i have randomly and abruptly cuts to a still frame from the end of the video and remains on it. This doesn't happen when I play this footage in any regular media app. Does anyone know how to fix this, because I'm stumped?

Pick a frame rate, any frame rate and stick with it.
Based on the last thumbnail on the timeline event...it appears you have hit the end of the video stream...at least as Vegas believes...the fact this is variable frame rate is likely causing the problems with decoding this file. The fact that the averaged framerate of the file is 48.425 fps and in the project media pane it is reported at 50 fps...that is probably the problem.
