Contrary to several posts on this forum bemoaning its incompatibility, I just installed a Blackmagic Decklink Mini Monitor 4k in my Dell Inspiron 5675 and playback on an external monitor works just fine with both VP 16 and VP 17. My system specs:

I've had all kinds of issues with that blackmagic capture software. Try to use OBS studio instead, you will find it much more stable, and you can even use it to live stream video. It also has many more format options. Can you post some file details
