  If you have Sound Forge Audio Studio installed, there has been a history of it causing some MP3 problems including screeching audio. Please see the workaround here. Some years ago, I had to do this workaround with Sound Forge Pro.

  As @Dexcon stated, by the screeching sound description, that 'was' typically an issue caused by the Magix Low Latency 2016 driver in Sound Forge Audio Studio. AFAIK, that driver is not installed with Vegas or SF Pro.I do not know about FL Studio,
