  I admit that I don't understand it, but if nvidia and amd allow the gpu to play hevc and h624, is it such a problem to copy their code to SO4? Why can't editing software play videos like Vlc or Potplayer? Just play them smoothly with GPU support.

  Vegas prefers Intel iGPUs for decoding but that doesn't help you. You could reencode them with software lile ShutterEncoder or Handbrake which should result in stable AVC files. Still, it would be better if they improved decoding for your GoPro
