  I'd keep file io on defaults in 21.315 for HEVC with NVIDIA. Can you say more about the Hevc file? Is it a screen capture? 10 bit? Media Info would be helpful.

  There is still a hidden "Internal" preferences. You get to it one step earlier...hold Shift and click Options. Internal shows up at the bottom of the drop-down menu. I've never used it much, so don't know if there is anything in it that would help

  Can't provide reasons why but there's one commonly known method that should work if you like the preview: screen capture. Try previewing full screen and capturing with your video card manufacturer's facility if you can't get Vegas capture to work.
