I would like to render the video to 24fp. I am thinking the video would mostly be viewed on PCs, but if any of my work where to ever be broadcasted on television I wouldn't be certain what I should set the render properties to in Sony Vegas. I just wanted some advice on what I should do. However if any of my videos where ever aired on television in Europe, wouldn't one of the channel's control room technicians have to adjust the video for broadcast?

If a video is offered to a broadcasting station it has to meet their technical quality requirements. If it doesn't meet it, it usually will be rejected.

I guess the best thing to do is film with a pal camcorder if I plan on submitting any videos to stations in pal countries. However on web streaming services it probably isn't relevant if the video was pal or ntsc, would you agree?

Turn Resample Off, set your render at 25p PAL, and be done with it.
