Yes, every Vegas program can make that.
You find the option in the rendertemplates of the program

I made by the steaming, format 2560x1440 —> 1920x1080 / 60 fps /  Bicubique: refined Resizing, 16 samples /
Format Color: NV12 / Space colorimetric YUV: 601 - Full

I draw my animations with Inkscape SVG format and convert them —> PNG

I made a first test of rendering with 143 images after the rendering I had 17874 PNG images it is not what I look like result

Maybe you will now explain what you want to do, besides creating as you asked here to create ( files???) "[*.PNG]  based on the timcode in Project. As in the directory ..."
1. Which program and build are you working with and what build?
2. What is the source for your "trying to create"?
3. What is your projecttype working in?
4. What is your goal or export render?

Hello

To understand what I'm talking about. you start Movie Studio 15 Platinum and later Open Projet file "welcome.vf"
In : [c:\\> ProgramData > VEGAS > Studio Platinum Movie > 15.0> SampleProject ]

Then you look in project media and you will find a Media named "Intro-0000.png - Intro-0142.png"

1. VEGAS Movie Studio 15.0.0.157 Platinum (Steam Edition)
2. Files *.SVG -> export *.PNG montage video and render -> file *.mp4 HD720 Format
3.file *.mp4 Convert finial in -> files *.WEBM Format
4. My Project is strictly Priver (object interface for streaming)

If you can render each project as an image sequence, then batch rename the files to one continuous ordered sequence (Irfanview), dump them all in a single folder, you should be good to go. Or, specify the next ordered starting file name when you start the next export.

Possibly the easiest approach.
