First of all: Resolution has nothing to do with file size (o.k. – "nothing" is exaggerated). The resolution you achieve depends on the preview setting you select and the preview property depends on your project properties.

That said for best quality timeline snapshots your preview should be set to "Best (Full)". And your project properties – the resolution there – should match your media properties.

Now if you want your snapshot's resolution to be higher than your media resolution you need to set your project properties to a higher resolution.

Then – for the function "Save Snapshot to File" you've got two choices: JPEG or PNG. JPEG is lossy by default (but would not affect the resolution). It is set to 95 % by default and you can only change this parameter within the internal preferences. There you could set this to 100 %.
The other choice is PNG which is lossless. So I would recommend using PNG in your case.

My Videos are 1920x1080, I am using Home Movie Studio from Sony Vegas Home Movie Studio Platinum 11.

 

I get what you are saying about project resolution and file resolution. I do not think I am getting the PNG option.

I really don't recommend that. The video buss utilizes bilinear or bicubic scaling at best.
