How to set the right bps

I have a Gopro file 1920*1080 23,976 fps ,45Mbps,customized a template in mainconcept AVC/ACC ,twopass,how should I put the settings max bps and average bps ,would I match the files 45Mbps or what.

No, you want deliverable video, not a fat cow.

Start with the internet 1080p template, and set a custom bitrate from there if needed.

Like 12-18 Mbps depending on your source complextity. More than that is overkill; your goal is to compress the render.
