How to stop an effect from affecting the whole video?

I'm new to sony vegas and don't know much but I whenever I split a video up and try to add an effect to a specific section of a video it affects the whole thing, is there any way to stop that?

You need to add the effect to an event (= an individual "clip" on the timeline), not a track or media or video output. Search "event fx" in the Help.

How exactly are you adding the FX?

The FX symbol on the Event itself is the one you seem to need to use, not the symbol on the Track Header on the left.
