H.265 video opens OK for me in Vegas Movie Studio Platinum 16.
My H.265 video comes from a Sony Xperia phone and is 4K resolution.

When you buy codecs for Windows 10, that only gives Microsoft programs like the default video player, the ability to playback H.265 (as far as I am aware). It has no effect on Vegas.

I must confess my knowledge on H.265 in Vegas is a bit rusty.
I do know that full hardware decoding support for HEVC (H.265) was only added recently into VMSP17 and it is dependent on what type of GPU you have installed.

Mobile phone video can be problematic in Vegas, due to it being recorded in Variable Frame Rate instead of Constant Frame Rate. My general advice is to always convert Mobile Phone videos using Handbrake, before you import into Vegas. The critical thing to do is convert into Constant Frame Rate.

I'm sure some more forum members will have some words of wisdom, once they wake up and get online.

Handbrake now has a really good preset called "Production" for converting videos you intend to edit.

I don't think Vegas uses the Microsoft codec for decoding.
