I use and recommend Voukoder , It has x265 HEVC for software encoding. There is no charge to you for the Voukoder upgrade to VegasPro, although to ensure continued development you can donate or join his Patreon from as little as $1 a month

Also, using Voukoder the HEVC output quality is better than the result you would get using Mainconcept.

For software "HEVC," the only thing I can recommend is x265. Vouokoder has it, so does Handbrake.

Even if they brought MC HEVC back, I doubt I'd use it.

@LongIslander: We are aware of this request. We had to remove this due to a licensing issue. We do intend to add this back in for a future update, but we do not know at what point we will be able to include it yet.

Try Voukoder (download the connector and plug-in). It has CPU-only HEVC as an option. I just tried it this week and it worked well. It's free and if you like the plug-in you can donate.

Finally gave Voukoder a try. It is pretty amazing. Love the fact that you can export audio as lossless as well. Notice I have to re-input my export settings into Voukoder every time I want to render. Wonder if there is a way around this.

Don't know which settings you made.
But when I made these

there comes a HEVC file as the projectsettings ( a must for Voukoder) were set without any use of a GPU with these Mediaproperties
