There are many tutorials for learning the pan/crop tool. It is not something you are likely to understand without lots of experimentation. Try it in combination with the Track Motion tool.

If you are talking about work area, use the mouse wheel to zoom in and out.

@4sol-n The hand tool is for moving the workspace around, not the Pan/Crop area. Therefore, if you are zoomed in to such an extent that the workspace isn't visible, the hand tool can't be used.
You could use the X and Y offset sliders in the Workspace section of the UI to move the workspace around when you are zoomed in. Holding Ctrl down while you move the slider gives you more control.

Ok, you can't move the what is showing if you're inside the Pan/Crop box as you'll be moving the Pan/Crop box. So you need to zoom out just far enough to see an area outside the Pan/Crop box in order to move what is seen in the preview window. So just zoom out far enough to see outside the Pan/Crop box, move what is being previewed, and then zoom back in. You just need to zoom out far enough to see a spot outside the circle, move the position as needed, and then zoom right back in.

You have to think of the PAN/CROP tool as the camera. You are moving the camera around to reframe, not the object. You can zoom the workspace in and out to allow more visual feedback of what the camera is doing.

OK, thank you for clarifying.

Although I don't understand the absence of hand tool when you are zoomed in. I'm zooming it in order to make more precise transformation, like scaling by dragging the corner of the canvas. Just provide the function like CTRL + SPACE to force the tool appearance and moving the view like in all other editing software. Using other methods is just simply slow.
