Under preferences / file io where you found the decoder, what does it say after auto? If Intel isn't a choice see if you can enable the Intel iGPU in the PC's bios.
Also, are you on the current build of Vegas Pro 20 (214)? If not try updating to that.
I sugges you build a Proxy for GoPro 60fps footage. That should be all you have to do; GoPro media is an acquisition format, and it was not made for efficient editing.
I also suggest going to the media window in Vegas, right-clicking and "create video proxy." 4K60 HEVC from a GoPro just isn't an easy format to play back.

It does work with that codec. I can use more than 10 hours 4K HEVC 50p on the timeline. Your hardware is too weak for playing without using a proxy. Make a proxy as @Musicvid and @RogerS told you and play that with the preview setting "Preview/Auto".
Trial version should create proxy. Your CPU suffix F suggest no intel graphics. Just create proxies and edit with those. Just remember to switch back to full for final render. Once you establish a routine life gets simpler. You would probably have the same problem if you trialed Resolve (free)

Yes i use prewiev auto,but problem same,maybye can use h264 codec i try it
