Start with the 720p Internet template.

If the resulting file exceeds 4GB, split it between two renders.

You can try using DVD bitrate calculator to make the calculation, just use media size 4GB. Why 4GB, that's the limit of FAT32 file system format, which needed to make the usb flashdisk compatible with media players.

According to my calculation, with target video bitrate of 8 Mbps, but keeping file size under 4GB, the duration should be limited to 1 hour.

And if you wanted 3 hours as one file, the bitrate will dropped to 2.65 Mbps, and for 4 hours video, 1.94 Mbps!
