Movie Studio 17 Basic or Platinum? What is a quarter of original size? Image pixel size or file size?

It is platinum. It says it rendered in whatever size I told it too but in reality it is not what it says. So I don't know what size it renders in. I've tried a number of different ways but it always renders the same. I don't have this problem with any other software. I downloaded Adobe and it works fine. Thought I'd give vegas one more try before I delete it and through the money away.

I just figured it out! I had to add a new video timeline above the old one. Then, I moved the video tracks to the new timeline, and deleted the old timeline. For some strange reason, that specific video timeline was corrupted. All that you have to do is add a new video timeline above your old one and then drag and drop your video tracks to the new track. Problem is 100% fixed on my end.

"that specific track" is not corrupted. It is there for a reason. It is called the PIP Track.

@colby-smith Maybe you are also using the PIP track? If so apologies as should have realised this earlier.
