SVPro 9.0 - video gets spoiled + Velocity issue

[Sony Vegas Pro 9]
Hi, guys!
I have had problems with my software lately - it spoils the video I'm working on and it has lost its Velocity settings :/
The video I made looks like this. I use no other transitions but simple fading.
What can be wrong, how do you think?
I believe that my video file (I tried to use both .avi and .mp4 formats - both of them get spoiled) is OK because when I'm watching it using e.g. Media Player, it has no of these defects.
Any ideas?
What shall I do to make my software work well again?

Could you please try:

In preferences on the video tab set rendering threads number to 1. Please let me know if this heloed?

I am unable to separate content from "spoilage" in your video. I'm really old.

That said, try a different encoder, starting with CPU and working your way up.
