Text Media Video Event Delayed/Inaccurate

I have a problem trying to make a text sit at the right place throughout a short bit of a video, and was cropping as well. But for some reason the preview and the rendered result are different.
After some time I've found they appear to have delayed event-animations.
I'm not sure how to fix this and I can't seem to find anything on it. (Have I missed something somewhere?

I've attached two video files demonstrating the difference. I hope they work:

 
I'm not sure what log files I should fetch or where they are. Let me know if anyone can help.

EDIT: I should add that both the Project Properties and the Render Settings are the same on scale, frame rate and both have disabled resampling.

@Former user It seems that you're using pan/crop to move your title about. Why are you doing this?
If you want to attach the text to a moving object, you should use Motion Tracking.
If you want to move the text in a simple way, you should use the Location parameter in the text parameters and key-frame it.
Give us more detail about what you want to do and we may be able to help.

Thank you. Sorry I'm a bit of a newbie at this and I'm still learning, I probably used the wrong tool entirely.
I've learned how to use v 18's motion tracking now but I am wondering how I may make the text disappear behind the wall in the video while the character it's following is behind it? I could use the Video Event FX masking tool, it seems to see where the text moves and works with motion tracking, but I'm having a hard time seeing the actual footage it lays on in that window. Any tricks?

 

In a new project, match your Properties to your Media and Render before adding any titles or generated media.

The only issue is that the recorded media, the project settings and the rendering settings all have the same resolution and framerate. (The Vegas setting being 59,940 (Double NTSC) and the file information saying 60,000.)
But the problem was still there. I was able to motion track though, with some tedious manual frame by frame work given how blurry and distorted the image was with all the effects thrown at the target it was attached to.

If you're OK using the Bezier Masking tool and you want to see the footage as well, adjust the Blend slider.

Return it to zero when you've finished masking.

The tracking option in the Bezier Masking tool is missing on v18. I'm not entirely sure how I can make this happen. I tried to motion track the wall, but it wasn't working very well.

I did find that the Video Event FX masking took on the text itself worked well though, even if I have to edit it frame by frame.
