(Vegas Pro 14) Removing black bars encoded onto a 4:3 video

I've downloaded footage of a 4:3 video game where the black bars have been encoded onto the video. I have a custom border running throughout my whole video, which are covered up by the black bars contained within the video game footage.

How exactly do I do this? The Pan/Crop feature always zooms in on the video, whereas I simply want the left and right parts of the video removed.

In Pan/Crop go to the tools on the left and deselect "Lock Aspect Ratio". This works in my VMS and I assume Pro is similar.

Thanks, this worked. I also enabled "Maintain Aspect Ratio" in the settings so that it wasn't stretched
