VMS16 Normalize Peak Level gives default result with overloud clip

Could someone please check this out to see if it's just me. VMS16 Plat Build 109.

Go to Preferences/Audio and alter "Normalize Peak Level" from its default of -0.1 to -1.0.  Then find or create a clip whose audio exceeds 0.0dB.  Add it to the timeline and right click for Switches and then Normalize it.  The result is it now has a peak value of -0.1dB (default) instead of the value set in preferences of -1.0dB.  Other clips, which don't exceed 0.0dB behave as expected and normalize to -1.0dB.

It's the same with VMS15 Plat.  Bug or by design?

No it doesn't. My default is permanently set on -1.0dB. Playing around further, after finding a few other clips that exceed 0.00, I find it's this one particular clip that gives the problem. It goes up to 0.9/0.7 before normalizing. So I won't waste any more time on it. I don't normally have clips going over zero level but this one is a "scream" that originates from a DVD of sound effects that I purchased many years back.

One possible explanation is intersample peaks, which can exceed your sampled peak levels. They are possibly dense during a scream. I don't think TP meters are in MSP, not sure about newer Pro versions. Meters in ATSC / A84 and EBU R128 loudness modes "should" be True Peak.
