VST Plugin Feedback delayed about 1 second. Latency Issue?

I am running Vegas Pro 16.

I use a lot of VST effects over multiple audio tracks. Mostly for voice over type stuff. When I have the vst plugin visible, and play the audio (even with video muted), the vst plugin shows a reaction and then 1-2 seconds later, the audio plays and continues to play but the vst feedback is continuously 1-2 seconds ahead of the audio being played. For example, if I were using Tokyo Dawn Labs NOVA (a free dynamic EQ) with a single drum hit every five seconds on loop, I would see the drum hit on the NOVA screen for about 1-2 seconds before the sound is played. As the loop goes on, the plugin will still be responding 1-2 seconds ahead of when the actual audio comes through. The effects all work, but it is very annoying for trying to dial in a specific effect that I am going for when visually trying to monitor something. A single drum hit is a simple example. I am dealing with editing long dialogue. Is there any way for me to "hit a drum" and see it instantly react on the plugins? This is probably a latency issue, but not sure if there is some sort of setting I could play with.

Thia is normal,, though playback legacy is about 500ms on my system depending on the plug-in. I am not aware of a setting for the FX visual/sound offset, You can try experimenting with the audio Playback and Track buffer settings which used to be in "Options> Preferences> Audio Device" menu. Don't know about VP-17, 18, 19.

I've played around with these settings, but it does not help too much. I am unable to uncheck "Enable Track Buffering" which helps a bit, but glitches out sometimes when video is playing. It is like it is not optimized.
