When I change the preview quality there is a black border on the video

I edit my videos in preview quality in "draft", the weakest, because my PC does not support much, but then, when rendering in the highest quality (best), the video has a black border, on the right and in up, like this:
(VEGAS PRO 18)

Please, help me!!

Sadly you don't show the video properties on the bottom of the preview screen, if you do we might be able to help you.

The properties of raw video are: 1896X1080
And the properties of my project is 1920X1080
I already tried to change the resolution of my project to 1896X1080, but the border is still there.

It is because you do use the wrong projectproperties.
Your project properties are others than your used file.
So match the properties to those files and render to the same kind of template.
How to match those properties read the manual.

Since this is extremely close number with just 26 pixel width in different, I would right click in the media > Switches> Maintain Aspect Ratio turned off.

to fit the picture to 'general default video sizes' of 1920x1080.

 

Of course this also depends on that source video, is there any black bar there too?

IF there already is black bar inside, then above way doesn't work. You will need to go to Event Pan & Crop, and right click in the F-Box to match to output Aspect Ratio, and resize the F-Box to not include the black bar.

Now I think the problem is in my VEGAS ...
I just opened the video in the file explorer and it had no border, and then I opened another video from the same source (Note: I'm editing anime episodes), and then a border appeared on it too ...

I tried to keep aspect ratio off, but it also didn't work.

Pan & crop doesn’t influence, I’ve tried to use it to solve the problem, track motion, or pan & crop, don’t work, the border is still there.

You have a settings mismatch somewhere. Maybe your cropped image is the wrong shape. Right click on the crop box and match output aspect. Also show us your settings in Pan/Crop.

The effect I used was "saturation adjust".
The event pan & crop, as I said, does not influence, because I have looked at it in all ways and tried to use it even to solve the problem.
