Why does 24FPS footage, edited in 24FPS, choppy when I render 24FPS

I film multi cam videos of bands performing live. I film with all cameras in frame rate of 23.98. The moving camera is a Sony A6400, back stationary (full band shot) is a Canon Mark III, and the drum cam is a GoPro Black 7. I edit in a time line that is 4K 16:9 24p (4096x2304, 23.976 fps)

Why when I render the video in 25FPS does it look choppy? almost seems if some frames are freezing.

I have Resampling disabled, GPU acceleration off, and adjust soruce media to better match render clicked off. This happens consistantly, not a one time thing.

I included an example to show what I'm describing more clearly

oddly it looks smoother when I render 60FPS, i'm curious if anyone knows why?

Put your rendered video back on the Vegas timeline, project matched to media, and step through using Ctrl+Right Arrow. You will see right away that every 24th frame is a duplicate.

23.976 rendered to 25 fps without optical flow will duplicate about 1 frame per second, thus a slight stutter cadence.

Does rendering at 23.976 (24p Film) look ok to you?
