Why is my video doing this?

Hello I am new to Vegas pro. Im not the best editor but I have been having problems with it recently. I usually use power director 12 but I love Vegas pro a lot better but had to stop using it because of this issue. at 11:27 of the video you can see what I mean and I have no idea what it is or how to fix it. At first I thought it was a re-sample problem but when I turned it off it still did the same. Can anyone help me out :/

Welcome to the forum.
I see at 11:25 a fade out of a kind of tutorial, but I cannot see what it is supposed to do.
Therefore we need a screenshot of your timeline in Vegas( Which version and buildnr?), your type of sourcefiles, your projectsettings and the kind of template you used for rendering. Probably you have YT as goal for your rendered file?

yes im sorry im using vegas pro 15 here is a screen shots of my render setting also if you look for 2 more seconds at the video above you will see the problem

This is what I see at 2 seconds after the fade out of the last video you show, but I (we) don't know what is has to be.

Therefore we have to see your timeline and edits to see what else was intended.
You also did not show the type of sourcefiles that are used, post here the MediaInfo of that filetype.
You used an older rendertemplate in VPro 15 (buildnr.????), there are better and fasters ones, but to use them depends on the hardware you use to edit in VPro 15, so also show what type and Windows version of Computer or laptop you are using
