This seems to be a common problem with that variant of the AAC codec called "AAC Low Complexity" and Vegas, upon a quick search.
Install or update quicktime and then make sure the quicktime plugin is enabled in Vegas here in Options > Preferences > Depreciated features > enable the quicktime plugin. Then restart the program and try again - I'd also delete the cached files that Vegas may create for the video in the directory the video is in (.sfk files, etc) before importing it again.
Also, on a tangent, Vegas does not do well with variable frame rate videos.
(Note I'm using Vegas Pro 17, might be a little different for you).
So I shot the original video with a Windows surface go because my Vegas video is on my desktop I sent it to Google drive and downloaded it to my desktop.
