About the UTF-8 or others？

I want to change NewBlue plugin preset's english to simplified Chinese. But vegas diaplay messy code.

I have tried UTF-8、UTF-16、windows-936and so on. But vegas also diaplay messy code

Can anyone tell what's vegas' preset panel's code system, UTF-8? UTF-16?
