Lay down your music track first.

You said that I have to lay down the music track? How you do that? What do you mean? Sorry I’m new to video editing. Do I uninstall plugins? Like track fx or should I leave it as it is?

It simply means to add the music track (.wav / .mp3/ etc) on to an audio track on Vegas Pro's timeline. Then you can add the still image to a video track on Vegas Pro's timeline and stretch it out to cover the length of the audio. This has absolutely nothing to do with plugins or track fx - adding video and audio events to the timeline are the very basics of editing on an NLE like Vegas Pro.

You would probably benefit from watching a series of tutorials made earlier this year by the Vegas Pro team. There are 4 of them and they cover the basics of using Vegas Pro. The first one is:
