xberk, I presume that the designers thought that including the most common audio fx (comp, noise and eq) as a default on new tracks (and set as you rightly say to neutral settings ie to do nothing) would save people time in not having to go and find them every time in the long list of fx. It mystified me at first but once you know they aren't actually doing anything unless you make adjustments, you just ignore them. Strange though. Maybe there's a preference setting that doesn't include them on new tracks.
I delete them immediately and have none as a default. The gate sucks but the others are .. usable. I prefer my third-party favorites when audio processing is needed.
