You use Pan/Crop and/or Track Motion with keyframes depending on your desired results.

You haven't looked "everywhere," tutorial section is here. Experiment, make some mistakes, and post back when you have examples of your efforts to show us.

Also search "Ken Burns Effect" because that sounds a lot like what you are trying to accomplish.
