i've customized/saved a sony avc/mvc template to export my videos with a bit rate of 8,500,000, but each video that is rendered comes out at various bit rates, from 4,000,000 to 8,000,000....how do i get this to always use my customized settings?
In spite of what you set in the target bit rate fields, many render templates will produce different results based on the complexity of the timeline media. If you need an exact bit rate, a little trial and error may be in order or some experimentation with the different encoders within Vegas and offered as add-on.

Though I've spent a lot of time analyzing different encoders, adherence to a target bit rate has not been high on my list of stuff to worry about.
Here are the results for the Sony AVC/MVC Internet render template for very complex media. It consistently produces bit rates less than the target.
To add an example,, if I render a static slideshow at 25 Mbps CBR using any AVC encoder, the result will be around 250 Kbps! Reason? The difference between adjacent frames is 0, except for I-frames, which are encoded.
