...Download my original file from Vimeo.com (or any other original file) and all the other files with various pixel dimensions that Vimeo.com encodes and offers for download. Stack them on the Vegas timeline and do a difference and you will find that Vimeo.com doesn't change the levels...

But that doesn't take into account what the player does, which was always generally the thing responsible for (with apologies to the Terminology Police) "expanding" the luminance or not. I don't think anyone ever showed that any video host changed levels during their re-encoding.

Anyway Musicvid's 1st link shows that things haven't changed in that regard either, at least in a sample of 2 or 3 playback scenarios.

We did a bit of a survey on YouTube playback levels on different devices a few years ago.

Yes, but it's so convenient to blame the host when we forget or don't understand what we've changed on our own system.

For instance, between a typical editing computer, player, and TV, there are at least 31 ways to display the wrong levels, and one way to get it right. That is, "assuming" that correct levels and metadata are present in the encoded file. Which is a pretty big "if" given the pervasive nature of thread topics on the topic currently under discussion.
